The Malaysian Medical Council (MMC) is a body corporate established under the provisions of section 3(1)  of the Medical Act 1971 whilst the legal powers are derived from section 4  of the same Act.

The Council is a supreme body and vested with the authority to makes all policy decisions. Though Para 2(1) of the First Schedule, under the Medical Act 1971 requires the Council to meet at least twice in a year, however, meetings are held on the second Tuesday of every month to enhance efficiency. The Council meetings are presided over by the President and in his absence by a chairman elected by members present.

The Council acts through various Committees and Secretariat.

OUR DUTIES AND FUNCTIONS

To protect, promote and maintain the health and safety of the public in the practice of medicine, the Council:

  • Registers only qualified doctors;
  • Prescribes and promulgates good medical practice:
  • Promotes and maintains high standards of medical education; and
  • Deals firmly and fairly with doctors whose fitness to practise is in doubt.

 

 

 

The core functions of the Council under the statute are as follows:

  • To authorise registration of medical practitioners;
  • To maintain a Medical Register of all registered medical practitioners in Malaysia;
  • To issue practicing certificates to registered medical practitioners;
  • To promote, recognise and accredit medical education and training programmes and institutions;
  • To determine and regulate the conduct and ethics of registered medical practitioners;
  • To consider the cases of medical practitioners who, because of some mental or physical condition, may be unfit to practise medicine;
  • To review the competence of medical practitioner;
  • To advise and make recommendations to the Minister of Health on matters relating to the practice of medicine in Malaysia; and
  • To perform such other functions so as to give effect to the Medical Act 1971 as may be prescribed in the Act or assigned by the Minister.                                                                                                                 
                            
COMPOSITION OF THE MALAYSIAN MEDICAL COUNCIL

The composition of the Council or our governing body is prescribed under section 3 of the Medical Act 1971. The current membership comprises 33 members as follows:

a. President;
b. 9 doctors elected from Peninsular;
c. 1 doctor elected from Sabah;
d. 1 doctor elected from Sarawak
e. 3 members appointed from public universities established under Universities and University Colleges Act 1971 (Total = 18 Members currently); and
f. 3 doctors appointed from public services.

The Director General of the Ministry of Health is the ex-officio President Para 1(1) of the First Schedule of the (Medical Act ) and also the ex-officio Registrar (section 10(2) of the Medical Act ) of the Council.


COMMITTEES OF THE COUNCIL:

Provisions under the First Schedule of the Medical Act 1971 allows the Council to form one or more committees, and may delegate to them some of the Council’s function as the Council thinks fit. The committees currently established by the Council are:

a. The Evaluation Committee ;
b. The Ethics Committee ;
c. The Committee to Review the Code of Professional Conduct ;
d. The Medical Act and Regulations Amendments Committee ;
e. The Preliminary Investigation Committees;
f. The Medical Review Panel ; and
g. The Editorial Committee ;
h. Medical Review Panel

All Committees are appointed by the Council except the Council’s disciplinary functions discharged by the Preliminary Investigation Committees whose members are appointed by the President pursuant to Medical Regulations 1974.

FINANCE

Currently, the expenditure of the Council is paid out of the annual budget of the Ministry of Health. With the corporate body status accorded in the Act, the goal of the Council is to attain financial independence obtained primarily from registration fees paid by registered practitioners in the near future.


THE SECRETARIAT


The Secretariat is headed by the Secretary  who is responsible for day-to-day administration and operations of the Council.
The Secretary of the Council is appointed by the President under the provision of para 4 of the First Schedule under the Medical Act 1971.
The present secretary is Dr. Wan Mazlan bin Mohamed Woojdy.
