Pursuant to the Medical Act 1971 , only individuals possessing recognized basic medical degrees listed in the Second Schedule  are accepted to register and practise medicine in Malaysia whilst graduates from unrecognized colleges have to sit and pass the Medical Qualifying Examination in three local universities or examining bodies before their registrations are accepted.

Section 12(1)(aa)  of the Act empowers the Council to administer examination for medical undergraduates trained from institutions not listed in the Second Schedule of the Act to practise medicine in Malaysia. The conduct of the examination is prescribed in Medical (Setting of Examination for Provisional Registration) Regulations 1993 . Successful candidates are then eligible for provisional registration with the Council.

The principal aim of the Medical Qualifying Examination is to determine whether an individual has the necessary basic knowledge and clinical skills to practise safe medicine. Hence, graduates from unrecognized colleges will be assessed at par with final year medical undergraduates.
The examinations are held twice a year at Universiti Kebangsaan Malaysia, University of Malaya and Universiti Sains Malaysia in March and October. The candidates are subjected to the rules and the regulations of those examining bodies with regards to the examination, the resitting of any examination and the imposition of any fee as in Medical (Setting of Examination for Provisional Registration) Regulations 1993 .

The dates of the proposed examination will be published in local major newspapers. An application has to be submitted in Form 1 of the Schedule to the Malaysian Medical Council (MMC) at least THREE months before the examination with the fee of RM200.

Usually the examination is conducted in March-April and October-November period of the year. The respective Universities are responsible to set the exact date of the examination. The Council will assign the place for the qualifying examination among the candidates by means of a ballot. The examination centre is final and cannot be changed except during the period of balloting process, where mutual exchange is allowed. At the end of balloting process, the respective University will be informed of the particulars of the candidate that sit for the examination. The University will inform its candidates with regards to preparatory course. However, it is advisable for the candidate to immediately check once they are assigned to such university.

Repeat candidates will be assigned to the same examination body until all attempts are exhausted. The examination is generally structured to examine the skills of a candidate in techniques of clinical examination, theories and professional capability. It consists of theory paper, which may be in the form of Multiple Choice Questions (MCQs), problem management questions, long essays and short notes. Clinical examinations are usually conducted on a different day and consist of long case and multiple short cases mixture of all major discipline.

Generally, candidates are only allowed THREE attempts. Any request for deferment should be directed to the Dean of the respective University in writing. If the university allows deferment, then the candidate can defer without losing an attempt.

The University will notify the result to the MMC. The candidate will be notified officially by post once the result is endorsed by the Council. Only successful candidates are eligible for registration.

Eligibility to apply:
Candidates must hold a medical degree listed in unrecognized schedule. If the institution is not yet listed, the candidate needs to provide further details with regards to the course curriculum and proof of a bona fide institution. This is to ensure that the curriculum is that of a medical course from a bona fide institution.
This examination is only open to Malaysians, permanent residents and those related to Malaysians either by blood or marriage.

Submitting application:
Please ensure that you satisfy the application criteria before you submit your application.
Application must be submitted by official application forms.
Your application must be accompanied by payment in full and must be received at the Council office by the closing date. Applications received after the closing date will not be accepted.
Applications sent by email or fax will not be accepted.


Application Status
Candidates who have applied for an MCC examination can verify the status of their application at any time through their MMC-Online account. Once your application has been processed, you will have a status of Complete or Incomplete. If your application is Incomplete, the reason(s) will be listed.
Candidates will also be notified by an e-mail once their application has been processed, to advise of the Complete or Incomplete status of the application.

Exam Results
Each candidate will be notified of their results in writing by the Council approximately six to eight (6 to 8) weeks following the date of the examination. In order to ensure confidentiality and prevent errors or fraud, candidates will be notified by letter only, without exception. In similar vein, NO results will be given over the phone or by fax transmission.
Your result letter will only indicate a Pass or Fail standing.

Examination Fees
The registration fee for the Medical Qualifying Examination with Council is RM200.
