Medical Practitioner

We protect public health and safety by requiring all doctors to meet our standards before they can practise medicine in Malaysia.

General Information

This factsheet contains general information with regards to registration with the MMC updated in August 2007. The information contained herein will change from time to time, and it is intended for guidance only. Please note it does not carry legal force.

For applicants applying for registration, please read this information before submitting your application.When considering an application for medical registration, the Council has to ascertain that:

  • the doctor is bona fide; and
  • has been practising recently and has no complaints or disciplinary actions taken against him or investigations pending against him at his last practice place.

Why register

Patients trust practitioners with their lives and well-being. They need to have confidence that practitioners are competent in their field and abide by high ethical standards. As custodian to the medical profession in Malaysia, the MMC’s duty is to protect this public interest.

Hence, pursuant to the Medical Act 1971 , any person who wishes to practice medicine in Malaysia needs to be registered with the Council. The Council maintains a Medical Register for this purpose.

Who can register

Your eligibility for registration and the process for gaining registration generally depends on:

  • the place where you obtained your primary medical qualification;
  • your nationality; and
  • your professional background and experience.
  • Types of registration

    Currently, there are four categories of registration undertaken by the Council for doctors who wish to practise medicine in Malaysia :

  • Provisional Registration (sections 12 and 13)
  • Full Registration (without conditions) ( section 14(1))
  • Full Registration (with conditions) ( Section 14(3))
  • Temporary Registration ( Section 16 )

  • You must ensure that your registration commensurate with the type of post or practice that you will be undertaking.


    Provisional Registration ( sections 12 and 13)

    Provisional registration allows newly qualified practitioners to undertake the general clinical training needed for full registration. A medical practitioner who is provisionally registered is entitled to work only in house officer posts in hospitals that are approved for the purpose of internship training by the Medical Qualifying Board.

    Sections 12 and 13 of the Medical Act 1971 states that a person shall be entitled to be provisionally registered as a medical practitioner solely for the purpose of obtaining experience as a house officer if he holds a qualification recognized by the Council. If he holds a medical qualification which is not recognized by the Council, he has to sit and pass the Medical Qualifying Examination in accordance to Section 13(1) of the Medical Act 1971.

    Note : ‘Housemanship’ or ‘Internship’ is the period of resident medical practice before full registration as stipulated in the Medical Act 1971.

    Provisional registration is available only to practitioners with the following nationality, rights and qualifications:

    Holding a basic medical degree from a recognised institution (as per the Second Schedule ( ) of the Medical Act 1971); Malaysian citizens;

    For non-citizens, exemption is given only to local graduates or those related or married to Malaysians.

    The noble aim of internship training is to provide you with an educationally sound experience that professionalizes new medical graduates not only with appropriate knowledge, skills and experience but above all attitudes.

    Section 13(2) of the Medical Act 1971 states that fresh medical graduates shall undergo further training for the purpose of obtaining experience as a house officer.

    Pursuant to the Medical Act 1971, the Medical Qualifying Board has determined that:

    The Committee for the Houseman Training has the right to determine your discipline placement You will be allowed to proceed to the next discipline if your supervisor is satisfied with your knowledge, skills, competency and attitude in that particular discipline;

    The Committee has the right to determine the duration of your extension period; If you do not satisfactorily complete any or all of the internship training requirements, you will not be eligible for full registration; The total duration of your internship training should not exceed THREE years. If you are unable to complete within the said period, you will not be eligible for full registration. For that matter, you need to appeal to the Board through the Committee.

    Most doctors will proceed to full registration at this point. Some doctors will, however, remain on provisional registration. There is currently no time limit on the period for which provisional registration may be held. However, if you remain on provisional registration (i.e. you do not move to full registration) you will continue to be restricted to the types of practice/employment that provisional registration allows.

    Exemption from Internship

    An application is accepted only if the graduate has completed internship in a foreign country to the satisfaction of the MMC Evaluation Committee. To that effect, candidates should submit relevant documents/testimonials from consultants where the rotations were done. The testimonials should state the date of commencement and completion of each posting and that the work and conduct was satisfactory.

    As the ‘Compulsory Rotating Internship’ is part of a medical programme, fresh graduates from training institutions in India are not qualified to apply for exemption or full registration, even though they are fully registered with the Indian Medical Council.     Full Registration (without conditions) ( section 14(1))

    You need to be fully registered for unsupervised medical practice or private practice. If you are a Malaysian holding or having previously registered and meet our requirements, you may be eligible to apply for full registration under section 14(1). ( ). For Malaysians completing internship locally, based on satisfactory endorsement by respective supervisors and the Committee, the Hospital Directors of the training hospitals are required to forward details of your rotations within one month upon completion of your supervised training to the Council. After being certified by the Board that you have fulfilled the training criteria, you will be entitled to a full registration certificate (Form 10) issued by the Council.

    For Malaysians completing internship overseas, applications are accepted only if the applicants have completed their internship in foreign countries to the satisfaction of the MMC Evaluation Committee. To that effect, all applicants should submit relevant documents from the consultants. The testimonials should state the date of commencement and completion of each posting and that the work and conduct was satisfactory.

    Full Registration (with conditions) ( Section 14(3))

    You need to be fully registered for unsupervised medical practice or private practice. Under section 14(3) ( ), practitioners are registered to medical practice subject to restrictions and conditions as may be stipulated by the Minister of Health, after consulting the Evaluation Committee appointed by the Council . For doctors registered under section 14(1) ( ), no such restrictions or conditions are imposed.

    Registration under section 14(3) ( ) is available only to practitioners with the following nationality, rights and qualifications:

  • Holding a basic medical degree from a recognised institution (as per the Second Schedule ( ) of the Medical Act 1971);
  • Fully registered with a foreign Medical Council;
  • For a non-Malaysian applicant, he should have not less than TWO years of clinical experience (not including the rotating internship). A waiver for experience may be considered for applicants related or married to Malaysians;
  • If the basic medical degree was awarded by a NON-recognized institution, applications from Malaysian and non-Malaysian may be considered if he/she possesses postgraduate medical degrees with not less than THREE years of clinical experience;

    Temporary Registration (Section 16): and

    This type of registration is to enable a medical practitioner to practice medicine for a period not more than THREE months. Section 16 of the Act provides for the issuance of Temporary Practising Certificates to practitioners registered outside Malaysia who intend to practise medicine in Malaysia either for the purpose of undergoing post-graduate courses at local institutions, training of local practitioners during workshops/conferences or for research/attachment. Extensions may be considered on application. The applicant need not possess a recognised basic medical degree but he she need to be registered witah a foreign Medical Council. Application must be submitted through a local registered medical practitioner with valid and current annual practising certificate six weeks prior to practice.

    Specialist registration:

    Under the present Act, a practitioner is registered according to his basic medical qualification. The MMC does not maintain registration within a special scope of practice or better known as specialist registration. Currently, the specialist registration is conducted on a voluntary basis jointly coordinated by the Ministry of Health Malaysia and the Academy of Medicine Malaysia .

    Apply for registration

    This section will guide you through the registration process. It will help you find the form and ensure that you do not forget any important elements of your application.


    Application for Provisional Registration:

    Applicants need to submit the following documents:

    Form 4 of the Medical Act 1971 for Provisional Registration application form;

  • A completed Appendix A Form
  • 2 passport size photos;
  • The original Dean’s letter or a certified true copy of Basic Medical Degree
  • A Certified true copy of your transcript encompassing the results of whole training period (Local public university graduates are exempted).
  • A Certified true copy of Identity Card or passport;
  • A Certified true copy of birth certificate;
  • A Certified true copy of SPM/MCE or offer letter from SPA, whichever applicable;
  • A RM20 processing fee by money/postal order payable to The Registrar Medical Practitioner
  • Apart from the documents above, the following documents need to be submitted:

    Overseas graduates:

  • For graduates from Indian institutions - A Certified copy of Bonafide Student and Rotating Internship;
  • For graduates from Indonesian institutions - A Certified copy of Sarjana Kedokteran and Ijazah Kedokteran;

  • Application for Full Registration For Medical Practitioners Undergoing Housemanship In Malaysia:

    The application should be submitted through the hospital where the applicant has undergone the housemanship training;

    The following documents must be submitted:

  • Form 6 of the Medical Act 1971 to be completed by the hospital;
  • Form 9 of the Medical Act 1971 to be completed by the applicant (medical officer);
  • Appendix A form to be completed by the applicant (medical officer);
  • Form A need to be completed by the respective discipline supervisors where the housemanship was conducted (including extension letters, if applicable);
  • Certified true copy of the original basic medical degree;
  • Depending on the status of the documentation, the Council will issue either an acknowledgement or query letter within one weeks of the receipt of the application.

    Every application must be sent within one month after the practioner finish their housemanship.

    Full Registration For Medical Practitioners Undergoing Housemanship Overseas:

    For Malaysians - application can be submitted directly to the Council;

    For Non-Malaysians - The application need to be submitted through prospective employer;

    The Council’s Evaluation Committee which meets once a month will deliberate ALL application.

    The application submitted need to be completed with the following documents (preferably type-written):

  • Application Form for Full Registration (FORM 9) ;
  • An Offer Letter from the prospective employer with employment contract details;
  • 2 passport sized photographs
  • A Certified copy of Basic Medical Degree;
  • A Certified copy of transcript encompassing the whole training period;
  • A Certified copy of both the‘Compulsory Rotating Houseman/Internship Certificate and Bonafide Student Certificate (for Indian University graduates only);
  • A Certified copy of the basic medical degree (For Indonesian graduates - Certified true copies of both the Sarjana Kedokteran and Ijazah Kedokteran;
  • A Certified copy of Postgraduate Medical Degree, if applicable;
  • A Certified copies of certificates/confirmation letters of housemanship
  • A Certified certificates/letters from the hospital or respective Council which confirms the disciplines and the duration of each posting the applicant had undergone during the housemanship training;
  • A Certified copy/ies of Letter/Testimonials of previous medical experience (For those who had practised overseas after completing housemanship);
  • A Certified copy of Provisional Certificate issued by a foreign Medical Council or Professional Licensing Authority in the country of practice, if aplicable;
  • A Certified copy of Full Registration Certificate issued by a foreign Medical Council or Medical Licensing Authority in the LAST country of practice;
  • A Current and Original Letter of Good Standing issued by a foreign Medical Council or Professional Licensing Authority in the LAST country of practice;
  • A Certified copy of Identity Card or passport;
  • A copy of the marriage certificate for foreign spouse of Malaysian, if applicable;
  • The working experiences stated in the curriculum vitae must be supported with certified true copies of testimonials from relevant department heads/supervisors at least for the last THREE years;
  • If the practitioner is either still registered with the Malaysian Medical Council and serving a contract with another employer or the contract has already expired or about to expire, the following documents need to be enclosed;
    • i) An original Release or No Objection Letter from the current/previous employer;
    • ii) A certified true copy of performance report from the previous employer;
  • For practitioner applying to work in a private hospital, the employer needs;
    • i) proof that application has been made to the Medical Practise Division, Ministry of Health with regards to employing a practitioner to work in private sector;
    • ii) proof that the said post has been advertised NOT LESS than 3 times in three national newspapers;

    Application for Temporary Registration:

    Application should be made through a practitioner registered with the Malaysian Medical Council with valid and current Annual Practising Certificate who shall be the guarantor; The guarantor shall supervise the practice of the doctor whom the Temporary Practising Certificate is issued to;

    ALL application must be accompanied by a list of documents stated below: Application will be deliberated by the Evaluation Committee;

  • Application form for Temporary Practising Certificate (to be type written)
  • Curriculum Vitae of the applicant (to be type written)
  • A Certified true copy of basic medical degree.
  • A Certified true copy of post graduate degree(s)
  • A Certified true copy of full registration certificate from Medical Council or Medical Licensing Authority of the country of practice.
  • Current and original Letter of Good Standing from Medical Council or Medical Licensing Authority of the country of practice.
  • A Certified true copy of testimonials of working experience from Head of Department/ supervisor concerned;
  • A Certified true copy of Passport (in A4 size paper).
  • A Certified true copy of Medical Indemnity.
  • The guarantor will be notified in writing on the Evaluation Committee’s decision; Please ensure that your application is submitted at least 6 (six) weeks prior to date of commencing practice as the Evaluation Committee sits only once a month. Application must be tendered in 12 (TWELVE) copies.

    (NOTE: Only one set needs to be certified true copy in original form). The processing fee for each application is RM50 (Fifty Ringgit), payable in the form of Postal /Money Order to The Registrar of Medical Practitioners.

    Note:

  • Unless printed in either Bahasa Malaysia or English, documents in any other languages need to be translated by a relevant authority into either Bahasa Malaysia or English;
  • Please download relevant application form and a checklist of documents you must provide in order for your application to be processed;
  • When we receive your application we will check all your documents and any other evidence that you submit. We may independently verify some documents at their source
  • It is emphasized that satisfaction of the criteria for registration does not mean automatic approval for registration. Each application will be considered on its own merits.
