SPECIALIST REGISTRATION via SARAWAK MEDICAL COMMITTEE

The Sarawak Medical Committee (SMC) is responsible for assessing applications from Malaysian and non-Malaysian specialists who wish to practise exclusively in Sarawak. All assessments are conducted in accordance with national standards, while taking into account Sarawak’s specific healthcare needs.

Registration through the SMC is open to all medical practitioners trained outside Malaysia who hold specialist qualifications that are not listed in the Fourth Schedule and Malaysians with Fourth Schedule qualifications whose specialized training is indeterminate or unstructured.

This registration pathway is specifically intended for specialists seeking employment in Sarawak only. Non-Malaysian applicants must already have a valid job offer in Sarawak. The Specialist Registration certification will only be issued to successful applications upon confirmation of job offer, regardless of nationality.

Medical Act 1971

Section 14B(1) A person is entitled to be registered as a specialist under this Act if:
 (a) they have been fully registered under Section 14;
 (b) they hold any of the specialist qualifications as specified in the fourth column of the Fourth Schedule, for a duration of recognition as may be determined by the Council;
 (c) they have completed specialized training;
 (d) they have:
  (i)successfully undergone supervised work experience, as determined by the Council;
  or
  (ii)proven their work experience to the satisfaction of the Council; and
 (e)they have proven to the satisfaction of the Council that they are competent and of good character.

Section 14B(2) Notwithstanding paragraph (1)(b) or (1)(c), a person may be entitled to be registered as a specialist under Section 14C if the Minister, upon the recommendation of the Council, is satisfied that the person possesses any comparable specialist qualification or comparable specialized training which is of special value to the country, subject to such restrictions and conditions as the Minister deems fit.

This SMC pathway is for overseas-trained specialist who is applying to practice in Sarawak. Applications are assessed through the comparability pathway under Section 14B(2) of the Medical Act 1971.

Eligibility for Evaluation under Section 14B(2)
An applicant must have:
 a) Full Registration with the Malaysian Medical Council
 b) A specialist qualification – such as a certificate, diploma, fellowship, board certification, or any other formal document issued by a recognised training institution or competent authority confirming the award of a specialist qualification; and
 c) Evidence of completion of specialized training abroad issued by the relevant training institution, accredited body, or competent authority, confirming that the applicant has successfully completed a recognised programme of specialized training in the relevant specialty.
 d) For non Malaysians, an offer of employment to work in Sarawak is required. (Please refer to the checklist)

These applications shall be evaluated on a case-by-case basis.

Categories of Applicants Eligible for Consideration under SMC Pathway
 a) Fully registered medical practitioners (Malaysian and non-Malaysian) who do not possess a specialist qualification listed under the Fourth Schedule of the Medical Act 1971.; or
 b) Fully registered medical practitioners (Malaysians) who possess a specialist qualification listed under the Fourth Schedule, but whose specialist training may be indeterminate / unstructured. For more details, please refer to the checklist.

Conditions of Specialist Registration under SMC Pathway
Any specialist registration granted under this pathway shall be subject to the following conditions:
 a) The specialist registration shall be subject to restrictions and/or conditions imposed under section 14B(2) of the Medical Act 1971, including duration of registration.
 b) The practitioner shall be permitted to practise as a specialist in Sarawak only;
 c) If the practitioner intends to practise outside Sarawak, the practitioner is required to submit a fresh application for specialist registration and shall comply with the requirements of the Medical Act 1971, Medical Regulation 2017 and the Procedures and Guidelines for Specialist Registration; and
 d) The prescribed fee for an application for specialist registration is RM1500, and is non-refundable.

Criteria as referee

  • The referee must be a peer or a senior professionally.
  • The referee must have been practicing as a specialist for a minimum of 5 years and should be registered as a specialist, where applicable.
  • The referee must have worked with or had the opportunity to observe the applicant professionally after the candidate has completed the training for a minimum of 6 months.
  • The referee must be from the same specialty/subspecialty.
